Combined consent w.r.t. air, water, noise & Solid / Hazardous waste :

n India Combined Consent is required to be obtained for establishing new projects and for operating existing projects from the State Pollution Control Board under the Environment Act 1986 and other relevant acts. For this purpose specific statutory procedure is required to be followed which includes submission of the Combined Consent application in the prescribed format to the authorities along with necessary data/information, documents and consent fee for processing the application.

Data/Documents required for Combined Consent Application:
  • Technical Data -
    1.1) Names of the products and their average production per month or year.
    1.2) Names of raw materials and their average consumption per month or year separately pertaining to each   
           product.
    1.3) Process Flow chart pertaining to each process and product. In each process flow chart, please indicate 
           mass balance (approx.) and generation rate of gaseous emissions, liquid effluent and solid waste from 
           every unit operation of the process. In case there is no such generation, then please indicate nil.
    1.4) Names of consumables and their consumption rate per month or year such as fuel oil, maintenance 
           material, viz grease, lubricants, cotton waste, packing material etc.
    1.5) Water consumption rate per day and its approx. usage for different applications such as domestic and 
           industrial etc.
    1.6) No. of workers and staff shift-wise.
    1.7) Sanctioned and connected electric loads.

  • Non Technical Data -
    2.1) Name & Address of the Company, its Regd. Office and factory along with telephone Nos. and fax Nos.
    2.2) Names and addresses of Directors of the company and the occupier of the factory.

  • Documents -
    3.1) Site location plan 5 copies
    3.2) Plant/Factory layout plan 5 copies
    3.3) NOC from the statutory local body or the State Govt. 5 copies
    3.4) Feasibility study report on pollution control systems existing and proposed 5 copies 
    3.5) Declaration on stamp paper w.r.t. hazardous waste Original in the prescribed format + 4 copies
    3.6) Statement of capital structure on stamp paper Original in the prescribed format + 4 copies
    3.7) Latest combined consent 5 copies
    3.8) Air, Noise, Water pollution & Hazardous Waste  monitoring reports 5 copies.
    3.9) Water bills for last six months. 5 copies
    3.10) Pay Order/DD of the consent fee in favour of State Pollution Control Board in whose jurisdiction the 
            project is being set up or being operated. Original + 4 copies
CONSENT FEES PAYABLE TO ESTABLISH OR TO OPERATE INDUSTRY
as per G. R. No. - ESTT(MPC) 1096/CR-23/96/D-3, dated 02/01/1997

Note:-
The above referred is for consent for a period of 1, 2 and 3 years for industries in RED, ORANGE and GREEN category respectively. Double the consent fee can be paid to cover double period of consent.
TO LOCAL BODIES : (Under Water Act only) Period of consent:- for two years.
Municipal Corpn. Rs. 20,000/-
"A" Grade Municipal Council Rs. 10,000/-
"B" Grade Municipal Council Rs. 5,000/-
"C" Grade Municipal Council Rs. 2,000/-

Note: (Following is the combined consent application w.r.t. to air, noise, water and solid/hazardous waste applicable in India under the Indian Acts i.e. Water Act, 1974, Air Act 1981, Hazardous Waste (Management & Handling) Rules 1989) and Environment Act 1986.
